Working Holiday Exchange Programme
The Luxembourg – Taiwan Working Holiday Exchange Programme offers young Taiwanese people the opportunity to stay up to one year in Luxembourg for holidays, temporary employment or short-term self-funded educational projects.

Luxembourg: Open, dynamic and multicultural

The Luxembourg – Taiwan Working Holiday Exchange Programme has been implemented as of 1 January 2019. Each year, 40 young Taiwanese aged between 18 and 35 can stay up to one year in Luxembourg. This programme will allow participants to visit the Grand Duchy of Luxembourg for tourism, temporary employment or short-term self-funded educational projects.

Luxembourg is a landlocked nation located in the heart of Western Europe, and has borders with Belgium, France and Germany. With Luxembourgish, German, and French as its official languages, English is widely spoken. The country is known for its rich cultural heritage and events.

From plains to forests, natural parks, lakes and rivers, the Grand Duchy is fitted with vast and preserved green spaces and with rich wildlife and flora that nature lovers can take advantage of.

There are also many cultural activities in Luxembourg. Museums, cultural centres, theatres and music stages reflect the cultural, artistic and historical dimension of the Grand Duchy.

Qualification requirements

Candidates need to fulfil the following criteria:
  • Be between the ages of 18 and 35 years (inclusive)
  • Not have participated in the working holiday programme for Luxembourg before
  • Be a national of Taiwan with permanent residence in Taiwan
  • Be in possession of a valid Taiwanese passport
  • Travel without dependents
  • Have sufficient financial resources at the time of departure (a minimum of €2,500 is required)
  • The applicant needs to apply in person (by appointment only)

Required documents

  1. One printed and signed copy of the filled-in online application form (Please consult the user guide of the online application form)
  2. 1 recent passport photo (in colour)
  3. A passport that includes the identity number of the holder and which is valid for at least 15 months from the date the visa is issued
  4. A valid round-trip ticket
  5. Proof of accommodation for the first 15 days (hotel reservation, or letter of invitation with copy of an ID)
  6. Proof of sufficient resources equivalent to or greater than €2,500 (such as a bank statement)
  7. Insurance: An “all risk” insurance valid for the period of your stay and covering occupational accidents, health care including medical costs, hospitalisation and return home coverage (purchased after your visa interview has been approved). A copy of a Taiwanese Health Insurance ID card and English insurance certification to prove your participation in the National Health Insurance Programme of R.O.C (Taiwan).
  8. A medical certificate issued either by an accredited hospital of the Luxembourg Trade and Investment Office Taipei or any other hospital. In the latter case the medical certificate must be duly *authenticated.
  9. A duly *authenticated certificate of good conduct.

* Please note that the notarised documents are valid for three months.

Application procedures

  1. Send an email with a signed cover/motivation letter and CV to the Luxembourg Trade and Investment Office Taipei to apply for a visa interview
  2. During the interview, the applicant will be tested if he/she has the sufficient knowledge of one of Luxembourg’s national languages (Luxembourgish, German, French) or English.

(After the successful interview)

  1. Make an appointment and go to the Luxembourg Trade and Investment Office Taipei to submit the following documents in person.
  2. After submitting all the required documents, applicants need to transfer the application fee to a specific account at the designated time and provide the proof of transfer/remittance to the Luxembourg Trade and Investment Office Taipei. Please transfer the amount of 7,000 NTD (equivalent to €200) to the following account. Please note that visa handling fees are non-refundable:

The visa handling fees are non-refundable.

  1. Submit proof of remittance.
  2. The Luxembourg Trade and Investment Office will inform the applicant by email when the visa will be ready for pick-up.

Visa will usually be processed within 1 month from the receipt of the complete application.

Arrival in Luxembourg

  1. Upon arrival in Luxembourg, participants must register within three working days with the municipal authority (commune) where they will take up residence.
  2. Nationals of Taiwan will receive a long-stay, multiple-entry visa for 12 months. No extension or changes in visa type will be authorised thereafter.
  3. The long-term visa will allow the holder of a valid travel document to circulate within the territories of the Schengen Member States in accordance with the Schengen regulation
  4. The long-term visa will allow to engage in temporary employment with one or multiple employers during the period covered by the long-term visa. However, long-term visa holders must have regard to the principal purpose of the stay, which is holiday, work being secondary to the holiday
  5. Beneficiaries of a Working Holiday visa are exempt from having to apply to the General Department of Immigration for a residence permit. The long-stay visa authorises the youth to work in Luxembourg on a fixed-term contract, without further formalities.
  6. The long-term visa granted under this arrangement will not allow for unemployment benefits or social benefits

  • Transport: Luxembourg is proud to be the first country in the world to offer nationwide free public transport for everyone. The country is very well covered by its public transport network. Trains, buses, tram and bikes are all available
  • Banking: Bank offices are generally open from Monday to Friday from 9:00 am to 4:30 pm.
  • Medical information: If you become ill or need to consult a doctor, it is advisable to consult a general practitioner first, who will advise you to consult a specialist doctor if necessary. In Luxembourg, Medical Houses were set up to stand in for general practitioners during the night, weekends and on bank holidays
  • Security and emergencies: Luxembourg is one of the safest cities in the world. 112 is the free emergency phone number 24/7 for all life-threatening emergencies
  • Climate: Luxembourg’s climate is semi-continental. Winters can be severe, temperatures fluctuating between 0°C and 15°C. In summertime, they oscillate between 13°C and 25°C, with sometimes 30°C peaks.
  • Time difference with Taiwan: Daylight saving time will generally be observed between March to October. Taiwan is 6 hours ahead during this period. During wintertime, the time difference with Taiwan will be 7 hours.
