The Luxembourg digital ecosystem: Key advantages  
Luxembourg has cultivated a resilient, interoperable and future-ready data ecosystem designed to support and scaling in the European market.
  • State-of-the-art digital connectivity including high-speed, low-latency connectivity coverage, far exceeding the EU average.
  • Top-tier data hosting: Europe’s highest concentration (25%) of Tier IV datacentres – secure, resilient facilities capable of hosting highly sensitive data and processing infrastructures.
  • Sovereign cloud solutions offering fully sovereign, locally hosted cloud infrastructure designed for sensitive data and applications. They ensure compliance with EU data regulations by design.
  • Secure and sovereign supercomputing facilities: Accessible to start-ups, SMEs and corporates, MeluXina supports industry applications. MeluXina-AI – purpose-built for AI workloads – and the quantum computer MeluXina-Q will launch in 2026.
  • The Luxembourg National Data Service facilitates value creation from secondary data use and supports the sharing and reuse of public sector data across all domains in a reliable manner.
  • Access to strategic datasets: Luxembourg uniquely offers full access to historical Earth observation data (Copernicus) via the Luxembourg Space Agency. Further strategic datasets will be mapped for business use.

  • Talent and skills development: Luxembourg is committed to continuously investing in talent recruitment, training and upskilling. The country has implemented legislation to accelerate the work and residence permit provisioning for highly skilled non-EU workers and their families. An inpatriate tax regime provides additional tax exemptions to expat workers. 

Luxembourg: A cross-border data hub

Strategically located in the heart of Europe, Luxembourg serves as a cross-border data hub, facilitating secure data exchange across EU Member States and acting as a gateway for non-EU companies entering the European market. 

The country plays an active role in European initiatives such as Gaia-X, which aims to create an open, secure and sovereign European data infrastructure to promote the trusted exchange of data, and CLINNOVA, an international research project advancing precision medicine through data federation, standardisation and interoperability.
