Towards an efficient data marketplace 

Luxembourg is building a marketplace that combines robust data protection with access to world-class technologies, creating a springboard for business in the thriving European market. The objective is to put in place a fully integrated data value chain. The Luxembourg ecosystem enables public and private players to collect, clean, compute and share data as well as to develop, test, geo-localise and launch innovative services.

While each element of the ecosystem individually strong, it is the unique way that Luxembourg combines these strengths that is remarkable. All components are interconnected to provide a seamless customer experience. Data-driven innovation is encouraged, and foreign businesses find fertile ground to enter the European market.

Luxembourg data ecosystem 
Over several decades, Luxembourg has persistently invested in three key layers of the data economy: first-class infrastructure, comprehensive expertise, and high-value services that empower companies and research centres to derive value from data and develop innovative business models. Key features supporting data-driven innovation include:
  • Top-class digital infrastructure including high-speed, low-latency connectivity, 5G network and Europe’s highest concentration of Tier IV datacentres.
  • The business-oriented supercomputer MeluXina, available to start-ups, SMEs, and large international firms, supports industry applications with consulting, AI and big data analytics, and computing.
  • The Luxembourg National Data Service offers services for value creation from public sector data. It enables the safe, secure and legal sharing and reuse of data and provides know-how, technology and data services, platforms and infrastructure.
  • Europe’s first sovereign cloud solution, Clarence, offers disconnected data storage for maximum security. It provides de-facto compliance with European regulations and direct integration with Luxembourg’s cloud infrastructure.
  • The high-level cybersecurity expertise positions Luxembourg among the global front-runners. The high level of reliability and trust is demonstrated by Estonia opening the world’s first e-embassy in Luxembourg, followed by Monaco.
  • Full access to historical Earth observation data (Copernicus) via the Luxembourg Space Agency, which Luxembourg is the only country to offer.

Cross-border data hub

Luxembourg is shaping itself as a cross-border data hub for the European data economy, supporting interoperability and data sharing to strengthen Europe’s global competitiveness. 

It plays an active role in GAIA-X, a European initiative aimed at developing a federated and secure data infrastructure, and CLINNOVA, a pioneering European partnership aimed at creating clean health data lakes enabling research with real patient impact.

Public research excellence 

Data is at the heart of Luxembourg’s research and innovation strategy. Companies have ample opportunities to set up collaborative R&D projects with research centres and benefit from R&D and innovation funding programmes. Public research centres active in the field of data include:

University of Luxembourg
The university addresses data security and privacy, the digital divide in society, ethics and data security, and societal and technical trust. It also focuses on space technology, telecommunication and software engineering.
Interdisciplinary Centre for Security, Reliability and Trust (SnT)
The University’s SnT centre conducts interdisciplinary research in areas where data is at the centre: cybersecurity, autonomous systems, fintech and space systems
Luxembourg Centre for Systems Biomedicine (LCSB)
The University’s LCSB centre specialises in neurodegenerative disease research. It notably focuses on bioinformatics, biomedical data science, computational biology and digital medicine.
Luxembourg Institute of Science and Technology (LIST)
LIST has more than 100 scientists and engineers working on AI, data analytics and software development projects, covering the entire value chain of the data economy.
Luxembourg Institute of Health (LIH)
The LIH is advancing precision health enabled by standardised, high-quality biomedical and digital health data.
Luxembourg Institute of Socio-Economic Research (LISER)
LISER contributes to Europe's data economy through research in socio-economic data analysis, providing key insights for policymakers and businesses.
