3CIS chooses Luxembourg as gateway to European expansion

Kosovo-based telecom services expert 3CIS relocated its headquarters to Luxembourg in 2025 to accelerate its business activities across Europe.

With a career spanning telecom giants including AT&T, Cisco, Juniper Networks and Tellabs, Chicago-based engineer Kujtim Tali had long harboured a vision: to establish his own company in his country of origin, Kosovo. In 2008, he founded 3CIS, a highly specialised firm offering telecom services to major carriers and service providers worldwide – now headquartered in Luxembourg. From a modest start with five employees, the company became involved in the major global rollout of 3G networks then underway. A few months after its creation, it had already increased to 40 employees.

3CIS mainly worked with large telecommunication companies in North America. It also secured some work in Europe and other parts of the world, but the majority of activities continued to centre around North America. However, Mr Tali remained convinced that there was untapped potential in Europe. To increase opportunities, the 3CIS headquarters was moved to Hungary in 2020. After a few years there, the management decided to continue searching for the ideal location to access the heart of EU business. When evaluating options for business relocation, Luxembourg and Ireland emerged as the two leading candidates.

Kujtim TaliAfter evaluating the two countries, the choice fell on Luxembourg. “We thought Luxembourg was going to give us a better chance,” recounts Mr Tali. “It is in the middle of Europe, close to everything. Luxembourg's economic stability is reassuring, tax laws are competitive, and the government actively supports businesses looking to grow.” The administrative procedures were a bit lengthier than anticipated, but at the end of 2025, the company incorporated and established its EU headquarters in Luxembourg.

The focus is now on Luxembourg business expansion, growing the client base across the EU from this central hub. “Based on our experience in North America, we can bring valuable technology to the region as a telecom integrator in Europe, with Luxembourg as our base,” says Mr Tali.

In addition, in October last year, the company signed a letter of intent with the European Commission to build a Western Balkans AI-focused data centre designed to support scientific research and education in artificial intelligence. “Hopefully, we will be able to involve some Luxembourg partners in the process.”

Ready for expansion

Today, 3CIS has 200 staff members, working in managed services, could and mobility, software development, network infrastructure, cybersecurity, project management and business intelligence. The company delivers carrier-grade, multi-vendor network services for global telecom and enterprise customers. “Combining our deep engineering expertise with scalable 24/7 operations, rapid ramp-up capabilities and proven delivery models, we help our customers design, deploy, operate and automate complex networks,” Mr Tali explains.

3CIS actively provide in-house training to expand its talent base of specialised experts. The main delivery team is located in Kosovo, while Luxembourg is in charge of business development across the EU. The company also has a presence in North America and a sales team in Ireland.

Mr Tali appreciates the support received so far from LuxDev, Luxembourg’s agency for development cooperation, the national innovation agency Luxinnovation and Luxembourg’s ambassador to Kosovo, who was very helpful throughout the company’s process of coming to the Grand Duchy. “Being here will make it much easier for us to operate across the EU," he says. "With our European expansion from Luxembourg now underway, we are ready to grow.”
