2025: A year of growth and innovation

Major companies invested in Luxembourg

Numerous international companies chose Luxembourg as a base for expanding their business in Europe, confirming the country’s relevance as a hub for innovation and growth. Here are some :

• US-based insurance company FM chose to build its science and technology centre in Luxembourg in order to have a strategically located European hub focusing on risk management and risk mitigation innovation.
• Google announced the opening of its AI centre of excellence in Luxembourg. The new offices will serve as a hub for AI transformation, reinforcing Luxembourg’s position as a frontrunner in digital innovation.
• Blue Origin chose Luxembourg as its European base. The American aerospace company founded by Jeff Bezos will manage the operations of its European supply chain and support its growth from here.
• Cryptocurrency platform Coinbase announced the establishment of its European crypto hub in Luxembourg, marking a major step in the company’s growth across the EU.
• OCSiAI, a global leader in graphene nanotube technologies, will develop the world’s largest graphene nanotube manufacturing hub in Luxembourg. The company’s new production facility will represent a $300 million deep-tech investment.

Luxembourg strategies to foster innovation

Luxembourg reinforced its support for business and innovation through several new national strategies:

• In March, the government presented a ten-point action plan for Luxembourg startups. The action plan intensifies the country’s ongoing support to strengthen the ecosystem, improve access to talent, foster scaleup growth and integrate with EU initiatives.
• In May, the government unveiled a strategic initiative entitled "Accelerating Digital Sovereignty 2030". It includes national strategies on data, artificial intelligence (AI) and quantum technologies.
• In October, Luxembourg presented its strategy to become the first European country to roll out automated driving nationwide by 2028. 

Key initiatives supporting innovation

During the year, we highlighted several key projects that contribute to creating a strong ecosystem for innovation, for example:

• As AI is highly strategic for Luxembourg, the government announced to build an AI-optimised supercomputer.
• Luxembourg’s European Space Resources Innovation Centre (ESRIC) celebrated its fifth anniversary. It is the world's first centre fully dedicated to space resources innovation, entrepreneurship and global collaboration.

Welcoming a new sovereign

One of the most memorable moments of the year was the enthronement of HRH Grand Duke Guillaume on 3 October 2025. Innovation, creativity and human connection were at the heart of the celebrations.
