This trend is confirmed in the “Talent in, Talent out” report, a new study from European tech policy think tank Interface published in April 2026. It reveals that for the first time, more AI talent is moving from the US to Europe than the other way around, cementing the continent’s reputation as a premier destination for a long-term career in technology.

Luxembourg's edge in a competitive Europe

In the race for AI talent, Luxembourg stands out. The country ranks third in Europe for the density of AI professionals, placing it just behind the larger tech economies of Ireland (4.19 per 1,000 inhabitants) and Switzerland (3.25). For professionals seeking opportunities, this high concentration indicates a vibrant and mature ecosystem with a significant competitive edge relative to its size.

This advantage is crucial as competition across Europe intensifies. Germany and the Netherlands are emerging as the continent's new "frontier AI talent hubs," attracting significant numbers of researchers and engineers. This evolving environment solidifies Europe's—and by extension, Luxembourg's—position as a prime location for tech professionals.

While Europe’s AI workforce is growing, this expansion has not yet solved the structural gender gap. On average, women hold just 20.9% of top-tier AI research and engineering roles in the EU. This figure highlights a continent-wide challenge in building a fully inclusive workforce, with Germany at 19.3% and France and the Netherlands slightly higher at 24.6%.
